The agreement also provides for a transitional period that will last until 31 December 2020 and may be extended by mutual agreement. During the transition period, EU legislation remains applicable to the UK (including participation in the European Economic Area, the internal market and the customs union) and the UK will continue to contribute to the EU budget, but the UK will not be represented in EU decision-making bodies. The transition period will give businesses time to adjust to the new situation and the UK and EU governments to negotiate a new EU-UK trade deal. On 23 January 2020, the UK Parliament adopted the UK`s draft agreement by adopting implementing provisions [European Union (Withdrawal Agreement) Act 2020]. Following the signing of the Agreement, the Government of the United Kingdom issued and deposited the instrument of ratification of Great Britain on 29 January 2020. The agreement was ratified by the Council of the European Union on 30 January 2020, after consent of the European Parliament on 29 January 2020. The withdrawal of the United Kingdom from the Union entered into force on 31 January 2020 at 11 p.m GMT, the date on which the Withdrawal Agreement entered into force in accordance with Article 185. The Northern Ireland Protocol, known as the «Irish backstop», was an annex to the November 2018 draft agreement outlining provisions to avoid a hard border in Ireland after the United Kingdom`s withdrawal from the European Union. The Protocol contained a safety net provision to deal with circumstances in which satisfactory alternative arrangements have yet to enter into force at the end of the transitional period. This project has been replaced by a new protocol which will be described as follows. «It makes no sense to think of timelines that go beyond that point,» he said. «If we can`t agree by then, I don`t see there going to be a free trade agreement between us, and we should both accept it and continue.» It was signed «on the assumption that agreements could be reached a posteriori to clarify these aspects,» the spokesman added.
The Withdrawal Agreement provides for a transitional period until 31 December 2020, during which the United Kingdom will remain in the internal market to ensure smooth trade until a long-term relationship is agreed. In the absence of an agreement on that date, the UK will leave the internal market on 1 January 2021 without a trade agreement. The Withdrawal Agreement is closely linked to a non-binding political declaration on the future relationship between the EU and the UK. The move comes as Britain and the European Union resume talks to a trade deal, with Johnson saying on Sunday that if no deal is reached by October. 15 Both parties should «accept it and continue.» Ministers say the legislation is needed to avoid «harmful» tariffs on goods travelling from the rest of the UK to Northern Ireland if negotiations with the EU for a free trade agreement fail. The Declaration on the Future Relationship between the European Union and the United Kingdom, also known as the Political Declaration, is a non-binding declaration, negotiated and signed at the same time as the binding and more comprehensive Withdrawal Agreement in the context of the withdrawal of the United Kingdom from the European Union (EU), commonly known as Brexit, and the planned end of the transition period. The agreement was revised as part of the Johnson Ministry`s renegotiation in 2019. The amendments adapt about 5% of the text. If no agreement is reached before the deadline expires, the UK will «continue» and accept that a deal cannot be reached, Johnson will say, adding that no deal would be a «good outcome».
